Can the app show shipping rates automatically according to buyers location?

Yes, the app by default will detect the buyer's location using their IP address and will populate the shipping rates for that location. 

It is one of the main features of the app. 

Also, if the buyers want to check shipping rates for other locations, they can select the desired location using the form at the bottom of the app to gather the shipping information for the respective location:
